Asbestos testing and surveys

Is there asbestos in the ceiling, the floor or the siding? A lab answers that. For a home built before 2004, Oregon requires an accredited inspector to survey the work area before a renovation and the whole building before a demolition, with an exception for owners remodeling the home they live in. We book the inspector, and the report tells us exactly what we are quoting.

Popcorn ceiling removal

Gresham’s biggest group of homes went up in the 1970s, and sprayed ceilings from that time deserve a test before anyone scrapes them. Positive texture is friable, so a DEQ-licensed contractor has to take it down. We seal the room under negative pressure and remove the texture wet.

Sheet vinyl and floor tile removal

Hallways, kitchens and laundry rooms can carry sheet vinyl or tile with an adhesive layer below. Each layer gets its own lab result. Sheet vinyl is always friable, so it needs a DEQ-licensed abatement crew. Only intact vinyl tile is nonfriable, and a contractor licensed with the Construction Contractors Board (CCB) can lift it after filing a nonfriable notice with DEQ.

Cement siding and roofing removal

DEQ names cement siding and roofing as nonfriable materials. We take shingles and panels off in whole pieces, wrap them, and file the nonfriable notice at least five days before we start. Flat and built-up roofing needs a plan of its own, because Metro transfer stations refuse it even when tests come back clean.

Pre-demolition abatement

A teardown starts with a survey of the entire structure, and no owner exemption applies. Gresham’s demolition permit application warns that the work may fall under asbestos and lead-paint rules, and it asks contractors to call the Building Division at least 48 hours before removal or demolition. We clear the asbestos so the demolition crew can start.

Manufactured homes

Manufactured home asbestos removal

Oregon counts a manufactured home as a residential building, so the survey rule for homes built before 2004 covers it too. We test the ceilings, floors and wall panels a remodel will reach, then remove what is positive. Owners who live in the home have the same choices as any other owner-occupant.

Asbestos testing and removal costs

Nearly 5 in every 10 Gresham homes were built before 1980, making asbestos a common issue in our community. Our price ranges cover hired labor, materials, containment, lab fees and disposal for typical jobs in Gresham, Wood Village and Oregon City. Expect the low figure for a small job with easy access, and the top for bigger areas, occupied buildings, second stories or extra air tests.

Our process

01

Find out what is there

An accredited inspector samples every suspect material in the area you plan to change. Layers are reported one by one, so the floor, the adhesive and the texture each get a separate answer.

02

File with DEQ and prepare

Paperwork goes to DEQ first, and the wait only starts once DEQ has both the form and the fee. Friable jobs wait ten days and nonfriable jobs five. We use that time to book the crew and plan the seal.

03

Remove, pack and haul

Wet material goes into doubled 6-mil bags or equal sealed packaging, gets an asbestos label, and rides to the landfill with its shipment form. We only show up once the landfill has said yes.

Who can remove asbestos

Think of it as crumbly versus solid. Crumbly material such as texture, soundproofing or pipe wrap is work for a DEQ-licensed firm. Solid material such as cement siding, roofing or whole vinyl tile is open to a CCB-licensed contractor who files DEQ’s nonfriable notice.

Owners who live in their own house may take on the work themselves, unlicensed and without notice, even though DEQ strongly urges them not to. That right stops at rentals, businesses and houses about to be demolished.

Gresham homes from the 1970s

About a quarter of Gresham’s homes date from the 1970s, more than from any other decade, and nearly half were built before 1980. Ceiling texture, sheet flooring and siding from those years are the materials we test first. A positive result is never assumed. The lab decides.

Frequently asked questions

Do I need a survey to fix a small leak behind a wall?

Possibly. A needed repair that disturbs under 3 square feet or 3 linear feet can be exempt, if taking out asbestos isn’t the goal and safe methods are used. You can’t carve a larger job into small ones to qualify.

Will a transfer station take asbestos?

The regular Metro stations take none. Metro hazardous waste will accept two bags from a household per day, 25 pounds each at most. Past 50 pounds, or for any business, the load needs a permitted landfill, and Metro names Hillsboro Landfill and Wasco County Landfill in The Dalles.

How is the price worked out?

We look at the material, the square footage, whether it is friable, how easy it is to reach and how much setup the room needs. Notified jobs also pay a DEQ fee. A survey report lets us price the job from facts.
